Job description

Context:

ENSTA, an institution of higher education and research under the supervision of the Ministry of the Armed Forces, develops training, research, and innovation activities in the fields of defense and security, transportation, energy, maritime activities, digital technology, and health.

The school, present on two campuses, in Paris-Saclay and Brest, is a member of the Institut Polytechnique de Paris. Ranked in the Top 10 best engineering schools in France, its mission is:

  • the training of civilian and military engineering students, executives, and PhDs for the public and private sectors,

  • high-level research and innovation in close collaboration with industry in major sovereignty sectors within 6 training and research units (UFRs).

ENSTA is a founding member of the Institut Polytechnique de Paris (IP Paris). As part of IP Paris, the school participates in the activities of interdisciplinary centers, notably the Interdisciplinary Center for Defense and Security Studies (CIEDS, supported by the Ministry of the Armed Forces and the Defense Innovation Agency (AID). It is behind the creation of the Mers & Océans Interdisciplinary Center, inaugurated in January 2025. Researchers from the school also work in collaboration within the framework of studies led by the Hi-Paris centers, laureate of the 2024 AI Cluster, E4C, or E4H, among others.

ENSTA results from the merger on January 1, 2025, of ENSTA Paris and ENSTA Bretagne. Its headquarters are located in Palaiseau (91), on the Paris-Saclay campus, and it has another campus in Brest. It is implementing a new unified engineering program across both campuses (Paris-Saclay and Brest) for the academic year 2026/2027.

Within the General Directorate of Services (DGS), the Human Resources Directorate (DRH), composed of 19 agents, is located on both the Palaiseau and Brest sites.

The current organization of the DRH is structured around several poles, distributed across the two sites:

  • Steering;

  • Recruitment and training;

  • HR development and social action;

  • Administrative and payroll management, currently being structured;

  • Administrative management of students, particularly military students.

The job holder, within the DRH, will be attached to the “Administrative Management – Payroll” pole at the Brest site. They will be responsible for ensuring the application of regulations and the implementation of procedures necessary for the administrative and payroll management of staff at the Brest site (civil servants, PhD students, researchers, military personnel, workers, contract agents, apprentices, and temporary staff), as well as for drafting administrative acts.

Missions / Main Activities:

Under the hierarchical authority of the head of the “Administrative Management – Payroll” pole, the job holder will be responsible for the following main missions:

Payroll Management:

  • Ensure the execution and control of all payroll operations in the Renoirh HRIS (data entry, control, posting) in conjunction with the accounting agency and the DRFIP;

  • Prepare mandates, revenue titles, and remittance orders related to payroll scope (including France Travail, medical expense claims);

  • Ensure the preparation, control, and monitoring of elements necessary for payroll establishment;

  • Collect, control, and enter variable remuneration elements.

Personnel Administrative Management:

  • Welcome, inform, and advise agents

  • Ensure the monitoring of agents' administrative and individual situations;

  • Ensure the administrative management of agents and data entry into the Renoirh HRIS;

  • Prepare management acts related to personnel careers and ensure their follow-up: decrees, decisions, employment contracts, and amendments;

  • Manage hiring and departure formalities for personnel

Working Time Management

  • Ensure the implementation of the working time agreement;

  • Ensure working time management in the dedicated tool: manage and track work cycles, RTT, holidays, on-call duties, overtime, sick leave, time savings accounts, etc.

Ancillary Missions / Activities:

  • Ensure business continuity in the absence of colleagues;

  • Participate in the construction of the RSU (Rapport Social Unique) and all DRH activities and projects;

  • Participate in the institution's Quality initiative;

  • Contribute to the CSR (Corporate Social Responsibility) approach within the scope of their missions and activities within the School.


Expected Profile:

Knowledge:

  • Knowledge of different public service statuses;

  • Mastery of personnel management and administration rules;

  • Knowledge of payroll components;

  • Knowledge of legal aspects of human resources.

  • Knowledge of the organization and functioning of higher education and public research.

Skills:

  • Ability to plan time and organize methodically;

  • Ability to apply regulatory provisions (mastery);

  • Ability to use activity-specific software (mastery);

  • Ability to analyze and synthesize information (mastery);

  • Use of administrative writing techniques (mastery).

Job

Positions open to candidates:

Contractual agent, Level II

Contract duration: 4-month fixed-term contract. Opportunities to apply for other positions within the institution may arise, depending on the institution's needs and demonstrated skills.
