Professional Environment

The Agence de Services et de Paiement (ASP) is an administrative public establishment placed under the dual supervision of the Ministry in charge of Agriculture and the Ministry in charge of Employment. The ASP is the leading European paying agency for Common Agricultural Policy (CAP) aid.

Within the ASP, the Directorate of Direct Agricultural Support (DSDA) oversees the implementation of direct aid for the Common Agricultural Policy: 350,000 farmers and 8.5 billion euros paid each year under the first and second pillars of the CAP.

The DSDA is responsible for the project ownership of the information system "Isis-telepac" for managing direct CAP aid. This system is technically developed by IT service providers. The DDO has operational responsibility for the management and monitoring of operations assigned to the Isis-telepac information system.

The DDO is organized into several services and sectors, including the Service for Financial and Contractual Affairs (SAFC), to which this position is attached.

Objectives

The Service for Financial and Contractual Affairs (SAFC) is responsible for the budgetary and accounting management of credits allocated to the DSDA for the exercise of its missions (approximately €50 million per year), as well as for public procurement contracts associated with them.

The objectives of the position consist of participating in the execution, monitoring, and accounting and budgetary control of the DSDA's various budgets (directorate, IT, control, publishing).

Missions

Public Procurement Management:

  • Translate the financial data present in public procurement contracts into associated invoicing and payment schedules

  • Prepare Acceptance Certificates

  • Prepare and draft Purchase Orders

  • Prepare and enter Services Rendered

  • Process invoices, verify their consistency with contractual documents, and carry out their liquidation

Budgetary and Accounting Management:

  • Ensure the monitoring of budgets in Commitment Appropriations/Payment Appropriations (AE/CP) with regard to allocated credits and update schedules

  • Ensure the monitoring and verification of contractual indicators

  • Liaise with the Financial, Legal, and Logistics Directorate (DFJL) and the accounting agency on the following issues: accounting allocation, cost accounting, credit transfers, AE/CP, annual legal commitments, etc…

  • Carry out accounting year-end closing operations (settlement of legal commitments, management of outstanding amounts…)

  • Within the ASP: Financial, Legal, and Logistics Directorate (Budget Service, Procurement Service, Management Support Service), Accounting Agency, Regional Directorates
