Senior Cost Manager
Job description
An important company in the construction sector is looking for a Bidding and Tendering Manager with proven experience in the comprehensive management of bidding and tendering processes for infrastructure and building projects.
The position will be responsible for leading the preparation of technical-economic proposals, coordinating the integration of budgets and unit price analysis, as well as developing strategies that allow for the presentation of competitive and profitable offers.
We are looking for a profile with extensive experience in public and private tenders, the ability to lead multidisciplinary teams, and solid knowledge in budgeting, construction contracting, and financial analysis.
Main Responsibilities
- Lead the planning and execution of bidding and tendering processes from analysis to proposal submission.
- Coordinate the preparation of economic proposals and budgets in accordance with tender documents.
- Oversee the integration of unit price analysis, direct costs, indirect costs, financing, and profit.
- Analyze tender documents, specifications, plans, concept catalogs, and scopes to identify risks and opportunities.
- Coordinate the quantification of work volumes and the integration of concept catalogs.
- Manage the request, analysis, and negotiation of quotes from strategic suppliers and subcontractors.
- Participate in clarification meetings and follow up on requirements arising from tendering processes.
- Define bidding strategies to maximize the competitiveness and profitability of each proposal.
- Coordinate the cost engineering, budgeting, and tendering team to ensure timely delivery of proposals.
- Track effectiveness indicators, award percentage, and profitability of submitted tenders.
- Implement methodologies and best practices to optimize budgeting and tendering processes.
Requirements
- Bachelor's degree in Civil Engineering, Architecture, or a related field.
- Minimum of 10 years of experience in Cost, Budget, Bidding, or Tendering areas within the construction sector.
- Proven experience leading public and private bidding and tendering processes.
- Advanced proficiency in unit price analysis and construction budgeting.
- Experience in integrating technical-economic proposals for construction projects.
- Advanced knowledge of OPUS, Neodata, or specialized budgeting software.
- Advanced Excel skills.
- Knowledge of applicable regulations for construction contracting and tendering processes.
- Ability to work under critical delivery deadlines, lead teams, and make strategic decisions.
- High orientation to results, negotiation, and analytical thinking.
