Information Security Officer iCOV

How do you organize the secure sharing of privacy-sensitive data between investigative services while adhering to the requirements of BIO2, AVG, and the Data Processing by Collaboration Partnerships Act (WGS)? We are looking for an Information Security Officer who will answer this question and thereby make a visible impact on the information security of iCOV.

What will you do?
As an Information Security Officer, you will be the link between management and technology, ensuring that iCOV remains 'in control' through information security policy. In doing so, you will be, among other things, the tactical guardian of our highly sensitive data environment, where data from participants such as the Police, Tax Administration, and FIOD is processed. You will ensure that the information security surrounding our data flows and reports continuously complies with laws and regulations, including BIO 2.0, WGS, and AVG. Daily, you will be involved in maintaining the ISMS, advising management on information security, and coordinating in case of incidents, where close collaboration with the Chief Privacy Officer is also important. You will maintain good contact with security specialists within the Public Prosecution Service regarding principles and standards, with the Security Operations Centre, and with specialists within the highly secure data center environment. Furthermore, you will increase security awareness on the work floor and closely align security requirements with the security officers of our network partners.

Who are you?

• You have a completed university (WO) education in the direction of cybersecurity, information security, or IT audit.
• You have demonstrable affinity with both the technical and functional IT aspects of information security.
• You have at least 3 to 5 years of relevant work experience in the field of information security or IT audit, preferably within the (national) government or a complex data-driven collaboration. If you have 1 to 3 years of relevant work experience with information security within the national government, we invite you to apply.
• You have in-depth knowledge of relevant frameworks and legislation, such as the Baseline Information Security Government (BIO 2.0), the AVG, and the Data Processing by Collaboration Partnerships Act (WGS).
• You possess relevant certifications (or are willing to obtain them), such as CISM, CISSP, CISA, SECO;
• And preferably, you are also widely familiar with (or willing to obtain) the following certifications: CIPP/E or CIPM.
• You have Dutch language proficiency at C2 level.

You build support for decisions or advice, enabling you to implement structural changes. You also know how to powerfully convey the core message even in the face of resistance.
• Collaboration: You actively seek collaboration with colleagues and groups. You share knowledge, information, and ideas for the input of others and engage in conversations with new colleagues and/or groups.

iCOV stands for Infobox Criminal and Unexplained Wealth. iCOV is a collaboration of sixteen different government organizations. iCOV compiles data reports that our members can use to trace criminal or unexplained wealth, combat tax evasion, collect government claims, and exercise market supervision. Other employment conditions
In addition to your salary, you will receive an individual choice budget (IKB). This consists of money (16.50% of your gross annual salary) and time. This time represents surplus working hours, pro-rata to the scope of your employment contract and age. With the IKB, you make the choices that suit you and can assemble part of your employment conditions yourself. For example, you can choose to have part of the budget paid out when you wish. You can also convert this budget into additional leave and vice versa, or spend it on tax-friendly purposes. Details

• Salary scale 11 in accordance with CAO Rijk.
• This is a position for at least 32 hours per week.
• The work location is Utrecht.
• This position has a contract duration of one year. If you currently have a permanent employment contract within the national government, this will naturally be taken into account.
