Egov Select - Senior IT Project Manager

The FPS Policy and Support (BOSA) plays a key role within the federal administration in building a modern government to serve citizens and businesses. Founded on March 1, 2017, the Federal Public Service (FPS) Policy and Support - also known as "FPS BOSA" - supports the government and federal organizations in various domains: IT, HR, organization management and integrity policy, budgeting, accounting and public procurement.

The DG Simplification and Digitalization (DG Vd) has the task of digitizing and simplifying the services to citizens and businesses, and supporting the development of digital services for the government and businesses.


Within the DG Vd, the department "Digital interactions with citizens and Accessibility" makes the Fast2web platform available to the various federal government departments (FPS's). This service is responsible for creating, hosting, maintaining and supporting more than 220 federal websites, including the majority of FPS websites.








Job description





As a Senior Project Manager, you form the link between IT and Business and you know how to align teams around clear objectives, in an iterative and changeable context.


Your tasks include:



Coordination of the support and maintenance teams of the F2w platform:



Managing and coordinating the activities of the support team and the team responsible for maintenance.

Organizing and leading team meetings and following up on Agile sessions (stand-ups, reviews, evaluation moments).

Following up and planning the next important steps (development sprints) and ensuring the quality of the sprint deliverables.

Monitoring priorities and solving problems.

Organizing coordination meetings with other teams and stakeholders involved.



Organization of the support and maintenance teams for Fast2web (F2w):



Drawing up a roadmap for the further development of the Drupal-Openfed platform (and its follow-up).

Drawing up and monitoring project planning, including resource allocation.

Proposing priorities for approval by management and making choices between competing requests and cross-cutting themes.

Defining and documenting operational procedures for the management of maintenance and support requests, with a view to improving the quality of service.

Organizing weekly reviews, first with the IT architect and then with the BOSA team (CAB), to determine and approve activities for the coming maintenance cycles (sprints).

Managing change requests and systematically monitoring scope, timing and quality.

Performing escalations when necessary and managing deviations within the established tolerance thresholds of the project.

Preparing steering groups and executive reports to facilitate decision-making.

Regularly reporting on progress and risks to management, the steering group and/or other bodies.

Operationally and performance-oriented follow-up of the maintenance and support of F2w.

Ensuring compliance with specific project conditions with suppliers and external partners.

Supervising the execution of maintenance work (corrective, evolutionary and adaptive) and ensuring the quality of the deliveries.

Drawing up weekly progress reports and monitoring sprints; acting as administrator and responsible for the CAB (Change Advisory Board).

Monitoring the performance and workload of the team to ensure that activities are delivered within the agreed deadlines and to report any workload or capacity problems in a timely manner.

Analyzing activity data (from the Jira tool) to draw up weekly reports, identify areas for improvement and follow up on corrective actions.

Identifying and anticipating risks, proposing preventive solutions and supervising their implementation.

Weekly reporting (meetings and presentations) to management on support and maintenance activities.








Profile description



You have a bachelor's or master's degree, or equivalent through experience.

You can demonstrate at least 10 years of experience in the management of complex IT projects..

You have a strong affinity with Agile working methods (Scrum, SAFe, Kanban...) and experience with an iterative project approach.

You have a thorough knowledge of project methodologies (such as the Agile framework).

You have an in-depth knowledge of project management tools such as Jira (incl. scripting) or Plan.IO.

You have strong organizational and planning skills; you keep an overview and can propose priorities that are approved by management.




You communicate clearly, diplomatically and efficiently with all levels within an organization.





You have an excellent knowledge of French and a good knowledge of Dutch and English.
