ABOUT THE PROJECT: We are recruiting for one of the European Union agencies for the Digital Services Unit, which serves as a competence center for the development and maintenance of ICT systems. The unit is responsible for the design, implementation, and ensuring the consistency and performance of IT solutions in accordance with the organization's strategic priorities. The unit centralizes ICT resource management, ensuring their compliance with applicable standards, security, and high service availability. Due to the dynamic development of the IT environment and growing requirements in the area of cybersecurity, we are looking for individuals who will support the execution of projects and the development of modern digital services. This is a role for specialists who want to work in an international environment and have a real impact on the development of secure IT systems. IN THIS ROLE, YOU WILL BE RESPONSIBLE FOR THE FOLLOWING TASKS: * Planning, coordinating, and executing cybersecurity projects, including managing their scope, schedule, budget, and quality of deliverables. * Overseeing the program and portfolio of cybersecurity initiatives, with a particular focus on compliance with applicable regulations and standards. * Managing project and cyber risks – identification, monitoring, escalation, and implementation of mitigation actions. * Coordinating cooperation between technology teams, business units, and external suppliers to ensure the smooth execution of projects. * Monitoring project progress, milestones, and effective resource utilization. * Preparing and presenting structured project reports to stakeholders and management. * Supporting the creation of business cases for new cybersecurity initiatives. * Ensuring the compliance of implemented projects with security policies, corporate governance principles, and GRC requirements. * Managing project communication and maintaining a transparent flow of information among all stakeholders. * Identifying new threats and initiating actions to increase the organization's security and resilience level. EXPECTATIONS FROM CANDIDATES: * Minimum 10 years of experience in IT, including at least 8 years in a similar role. * English language proficiency at a minimum B2 level. * Master's degree. * Comprehensive knowledge of cybersecurity technologies and control mechanisms, and experience in risk management (e.g., knowledge of "Defence-in-Depth" and "Zero-trust" security architectures; knowledge of security concepts such as cyber-attacks and techniques, threat vectors, risk management, incident management, etc.). * In-depth knowledge of IT and its business applications. * In-depth knowledge of the legal and ethical aspects of cybersecurity. * Fluent knowledge of cybersecurity frameworks, regulations, and compliance. * Understanding of security best practice principles contained within the ISO27001 or NIST cybersecurity frameworks. * Advanced project management skills, including risk and quality management. * Strong leadership and team management skills. * Outstanding communication, presentation, negotiation, and stakeholder management skills. * Vendor and procurement management skills. * Excellent communication skills, including the ability to create high-quality written materials and presentations for diverse audiences. * In-depth knowledge of security policies based on industry standards and best practices. * Broad architectural experience with the full lifecycle of IT security solutions. * Knowledge and practical experience working with methodologies and tools supporting projects: PM2, PMP, PRINCE, ServiceNow. * Knowledge and experience in managing cybersecurity projects in classified EU environments. * Experience in supporting resource, budget, and priority management for programs/projects/portfolios related to cybersecurity investments. * At least 4 certificates are required, as follows: 1) At least 2 cybersecurity certificates: * CISSP (Certified Information Systems Security Professional). * CISA (Certified Information Systems Auditor). * CISM (Certified Information Security Manager). * ISO/IEC 27001 Information Security Associate. or equivalent certificates AND 2) At least 2 project and IT service management certificates: * PM2 Advanced. * Prince 2 Practitioner. * PMP. * ITIL Foundation. or equivalent certificates.
