You will join the Human Resources Department, structured around 3 services:

Our Human Resources Department is committed to continuously evolving its practices, organization, and tools to offer an HR function that is closer to managers, more effective, and more focused on employees.
Objectives
In this context, you will lead and manage the "Administrative Life, Career and Payroll" service, whose objectives are to serve as a single point of contact for employees (new hires, quality of work life, career, health, etc.) and to strengthen administrative expertise.
This service, comprising 2 sectors (Quality of Life, Career and Health – Administrative and Payroll Management), brings together about fifteen employees.
Its main challenges revolve around the "employee experience," which aims to improve the quality of service offered to employees in their onboarding, career follow-up, and payroll processing.
Missions
As a key player in public service quality, you will take responsibility for a service in charge of all processes related to personnel administrative management (individual and collective): career management, payroll, retirement, professional evaluations, etc.
Beyond management and activity steering, your mission will be to evolve practices, support transformations, and actively contribute to the development of an increasingly effective HR function that is more responsive to the needs of departments and employees.
You will focus on professionalizing practices, strengthening team expertise, and building an increasingly reliable, fluid, and service-oriented personnel administration.
Under the authority of the Director of Human Resources and as a member of the HR department's management committee, you will contribute to defining the establishment's HR strategy and the decision-making process.
Your main challenges:
•Develop the skills, autonomy, and expertise of the teams
•Support sector heads in demanding, supportive, and empowering management
•Continue the transformation of HR processes and the digitalization of activities
•Secure procedures in a constantly evolving regulatory and statutory environment
•Improve the quality, reliability, and exploitation of HR data to make it a true decision-making tool
•Lead and participate in cross-functional projects involving the various HR expertise areas
•Strengthen cooperation with all departments in a logic of management dialogue and HR function sharing
•Develop a more visible, accessible, and present personnel administration for employees, by favoring an "outreach" approach
You appreciate cross-functional work and know how to combine legal requirements, quality of service, and innovation. Your analytical skills, organizational skills, pedagogical approach, and interpersonal qualities enable you to interact with a variety of stakeholders.

Internally: the HR Department, regional departments and headquarters departments, the Accounting Agency, heads of general affairs services, and administrative and financial managers
Externally: Interministerial networks, MAASA services, institutional partners, the budgetary controller
