HR Project Manager - Attractiveness and HR Development

Job Description

In line with the evolution of its HR organization and to meet the current and future challenges of the Service, the Penitentiary Service (SPEN) is continuing its work on promoting its professions, attractiveness, and staff retention, while developing HR projects that meet the needs of the Service and its employees.

Reporting to the Human Resources unit, your mission is to enhance and promote the professions, culture, and values of the Service, both internally and externally, and to develop HR marketing actions to strengthen its visibility and attractiveness.

You will participate in HR projects that meet the needs of the Service, in the areas of skills development, career evolution, employee support, and the evolution of HR practices.

You will thus play a transversal role, at the intersection of profession promotion, HR marketing, and HR development, in order to contribute to the current and future staffing needs of the Service.

Responsibilities

• Implement the SPEN's profession promotion and attractiveness strategy, by identifying target audiences, messages, content, formats, and the most suitable communication channels.

• Develop and implement HR marketing actions, both externally to promote professions and enhance SPEN's attractiveness, and internally to foster engagement, retention, and a sense of belonging.

• Lead or participate in projects related to skills development, career evolution, staff integration, and the improvement of HR practices and processes.

• Ensure strategic monitoring in your field of activity, particularly on labor market developments, HR marketing trends, and the practices of related profession stakeholders.

Qualifications

• Higher education in a field related to human resources, HR marketing, communication, or project management.

• Proven professional experience in managing HR projects, HR marketing, or HR communication, with experience in profession promotion and/or attractiveness development.

• Knowledge of HR marketing and communication, particularly digital, and mastery of various communication tools and channels.

• Experience in designing and implementing promotion and communication actions.

• Creativity, global vision, and foresight, initiative, and the ability to propose innovative solutions.

A one-year fixed-term contract, renewable, with the intention of making this position permanent in the long term.

Our employment conditions require you to be Swiss or a holder of a C permit, to be free of any debt (an extract from the debt enforcement office will be required during the process), and your criminal record must be clear. The hiring authority has the right to consult the criminal record in accordance with the Federal Act on Criminal Records for this position.
