Professional Environment

The Agence de Services et de Paiement (ASP) is an administrative public establishment under the joint supervision of the Ministry of Agriculture and the Ministry of Labor.

The ASP is the leading European paying agency for agricultural aid under the common agricultural policy (CAP). Its headquarters are spread across two sites, Limoges and an annex in Montreuil, and it has a network of 12 regional directorates.

You will be assigned to the DSDA, the Directorate of Direct Agricultural Support, responsible for managing the implementation and ordering of direct aid under the common agricultural policy (CAP): 350,000 farmers and 8.5 billion euros paid annually for the first and second pillars of the CAP.

Objectives

Reporting to the Director and under her direct authority, you will be responsible for leading and deploying all HR actions and measures for the directorate's staff by:

•Serving as a reference/expert in the HR domain

•Contributing to the implementation, monitoring, and coherence of the domain's actions, in support of the directorate, without bearing overall transverse strategic responsibility.

•Contributing to the preparation of decisions and the coordination of internal and external functional stakeholders, in close liaison with the directorate.

•Providing consulting and expertise on issues related to the relevant domain.

Missions

HR Expertise and Reference :

•Provides functional and regulatory expertise

•Advises the directorate and departments on matters within the scope

•Conducts targeted monitoring and analyzes developments impacting the domain

•Provides expertise and support to your supervisor: regulatory and organizational analyses; produces decision-making aids, prospective analyses, and scenarios

•Participates in the design and improvement of processes and operating methods

•Supports organizational changes.

Functional Management and Monitoring :

•Ensures the onboarding of newly recruited staff in all its components

•Manages the administrative follow-up of staff and all related administrative actions: data entry in RenoiRH, processing of requests, and evaluation of payroll impacts

•Informs, raises awareness, and trains on HR best practices: onboarding, recruitment, management

•Informs and supports the directorate in its HR decision-making: staff management, advancement and promotion campaigns, teleworking campaigns, professional interviews, bonuses

•Informs and supports all managers in sensitive HR actions: corrective interviews

•Welcomes new recruits and implements all necessary actions, from reviewing the recruitment offer to onboarding

Coordination and Coherence :

•Proposes and coordinates measures or actions carried out by departments in the domain

•Ensures the coherence of practices, tools, and procedures

•Facilitates exchanges between departments and partners; leads working groups

  • Internally: Headquarters Directorates and Regional Directorates, departmental staff

  • Externally: Ministry of Agriculture, partners involved in its area of expertise
