Specialized Operations Manager - Wastewater and Drinking Water Treatment Facilities M/F

Contribute to the public drinking water and wastewater service of our territory in over 750 member municipalities (presence mainly in the North of France, but also in Pas de Calais, Aisne, and Somme) by joining our internal Engineering Department and liaising with our 8 Operational Centers that locally manage wastewater networks and treatment plants, as well as drinking water facilities.

Our internal Engineering Department is composed of a multidisciplinary team of nearly 35 people. With its diverse skills and profiles (designers, administrative and financial assistants, network operations managers, facility operations managers, land acquisition managers), the Engineering Department annually oversees and monitors over 80 million euros in investments in our territory.

Under the responsibility of the Head of the Facilities Division, you will manage the operations entrusted to you in their entirety. With significant autonomy, you will assume the roles and missions of both client and project manager. In coordination with the relevant Operational Center, you will ensure the end-to-end monitoring of various wastewater and drinking water treatment facilities (activated sludge, reed bed filters (FPR), sludge treatment, drinking water treatment plant, etc.).

While collaborating with Noréade's other expert departments (Procurement Department, Finance Department, Technical Operations Management for Wastewater and Water, Land Department, Administrative and Financial Division, etc.), you will be responsible for the smooth running of the projects entrusted to you and will have the following missions:

• Define the need and execution of studies (preliminary studies, definition of the treatment process, sizing of capacity and incoming loads, etc.);

• Ensure the administrative and regulatory management of projects (land acquisitions, Water Law file, subsidy applications, etc.);

• Draft tender documents, and ensure bid analysis, award recommendations, and drafting of minutes;

• Ensure work supervision: financial and contractual management of the project, decision-making and technical autonomy, coordination of various site stakeholders (construction companies, technical inspector, health and safety coordinator, etc.);

• Monitor facility delivery: preliminary operations, commissioning, acceptance;

• Be the point of contact for the quality of the constructed facility (management of warranty periods);

• Maintain dialogue and coordination with the Operational Centers which, once construction is complete, will take over the maintenance of the facilities and their equipment.

With a view to pooling needs and exchanges within the Engineering Department team, you may also be called upon to manage one or more contracts used by the entire team (e.g., geotechnical studies, inspection bodies, preparation of Water Law files, etc.).

Are you... ?

• Graduated with a Master's degree (Bac + 5) in Civil Engineering or Water and Environment professions;

• Beginner or experienced in a similar position;

• Trained in wastewater and stormwater collection and treatment techniques, as well as in the sizing of treatment and hydraulic facilities;

• Comfortable with document drafting and computer tools;

• Recognized for your interpersonal skills (within the team and with external stakeholders);

• Autonomous and responsive, you adapt easily to complex situations.
