JOB OBJECTIVES:

Within HI's Advocacy and Institute department, under the supervision of the Head of Advocacy for Disarmament and Civilian Protection, you will contribute to the design, implementation, monitoring, and communication of HI's global advocacy strategies on humanitarian disarmament and civilian protection. This role aims to translate evidence and field experience into credible political influence, link national and international advocacy, and support continuous engagement with States, parliamentarians, international institutions, networks, national associations, and HI programs.

The position operates in a changing and politically sensitive environment, marked by pressure on international humanitarian law and multilateral disarmament norms.

In this context, your main missions are:

·        Contribute to the strategy, planning, monitoring, and internal coordination of the Disarmament and Civilian Protection portfolio.

·        Develop and implement evidence-based advocacy concerning victim assistance, the Mine Ban Treaty, the Convention on Cluster Munitions, explosive weapons in populated areas, and related civilian protection priorities.

·        Link global advocacy opportunities with programs, national associations, technical experts, survivors, and others affected by explosive violence.

·        Engage States, parliamentarians, EU and international institutions, as well as disarmament networks through targeted outreach and political representation actions.

·        Support publications, campaigns, internal and external communication, fundraising, donor reporting, and rigorous budget monitoring.

In detail, here are the missions:

1. Strategy, Direction, and Oversight

·        Contribute to the preparation, monitoring, evaluation, and periodic review of advocacy strategies, the multi-year action plan, and annual work plans for assigned topics.

·        Prepare and update policy analysis, stakeholder and target mapping, advocacy calendars, risk and opportunity analyses, and monitoring indicators.

·        Contribute to internal thematic coordination mechanisms and inter-team planning, including relevant links with technical, program, communication, fundraising, and national association colleagues.

·        Collect evidence of results, document learning, and contribute to internal reports and strategic reviews.

2. Evidence, Policy, and Advocacy Content

·        Maintain an up-to-date understanding of humanitarian disarmament, civilian protection policy processes, and key stakeholder positions.

·        Develop clear, precise, and evidence-based policy messages, briefing notes, talking points, statements, fact sheets, consultation contributions, and other advocacy materials for decision-makers, media, and the public.

·        Support the production, quality assessment, dissemination, and adoption of HI's research policies and publications, including work on victim assistance and the humanitarian consequences of weapons.

·        Ensure that HI's advocacy reflects field evidence, technical expertise, the inclusion of people with disabilities, the rights and priorities of survivors and affected communities, and HI's advocacy quality standards.

3. International Policy Influence and Representation

·        Prepare and facilitate bilateral meetings with States, the European Union, international organizations, and other policy targets, and ensure systematic follow-up.

·        Contribute to HI's participation in relevant international and regional conferences and policy processes, particularly those relating to the Mine Ban Treaty, the Convention on Cluster Munitions, victim assistance, and the Political Declaration on Explosive Weapons in Populated Areas.

·        Organize or support side events, briefings, workshops, and other advocacy moments, ensuring meaningful participation of survivors and affected persons where relevant.

·        Represent HI in relevant forums, working groups, and events when requested, and communicate HI's positions consistently.

4. Treaty Norms and Responsive Advocacy

·        Monitor developments affecting the respect, implementation, and universalization of the Mine Ban Treaty and the Convention on Cluster Munitions, as well as broader civilian protection commitments.

·        Contribute to timely advocacy responses when established norms are challenged, including analysis, internal alerts, statements, talking points, and coordination of outreach to national associations and partners.

·        Support engagement with States to strengthen the implementation of victim assistance commitments and the Political Declaration on Explosive Weapons in Populated Areas.

·        Track relevant emerging issues in humanitarian disarmament, including autonomous weapons and drones, and contribute to internal analysis and positioning as requested.

5. Linking National and Global Advocacy

·        Provide programs and national associations with regular updates on international developments, opportunities, risks, and priority messages.

·        Develop practical guidance, communication frameworks, toolkits, and adapted information materials that link global commitments to national realities.

·        Facilitate joint exchanges and workshops between national, regional, and international advocacy colleagues and review national advocacy plans or products when requested.

·        Support the collection and dissemination of evidence from programs and advocacy products into relevant international policy processes.

6. Parliamentary, Network, and Coalition Engagement

·        Develop and maintain mapping and working relationships with relevant parliamentarians, advisors, and parliamentary bodies at national and European levels.

·        Prepare briefings and support parliamentary actions such as questions, events, policy exchanges, resolutions, public statements, and other mobilization initiatives.

·        Actively participate in relevant networks and coalitions, including ICBL-CMC, INEW, and other humanitarian disarmament platforms, contributing substantively to infrastructures and supporting alignment with agreed policy priorities.

7. Communication, Dissemination, and Mobilization

·        Ensure rapid internal circulation of relevant information before and after major political moments, and contribute to presentations, webinars, and internal communication channels.

·        Work with communication colleagues and national associations to adapt advocacy content for websites, blogs, social media, media relations, and public mobilization.

·        Assist in identifying and preparing suitable spokespersons, including program experts and affected individuals, and contribute to communication plans for key reports and campaigns.

·        Maintain an organized flow of information to advocacy targets, partners, and networks.

8. Budget, Fundraising, and Quality

·        Contribute to budget planning, monitoring, and administrative follow-up of assigned activities.

·        Identify funding opportunities and contribute to concept notes, proposals, donor exchanges, and narrative reports.

·        Adhere to HI's advocacy quality standards, validation processes, and internal procedures, and report compliance or reputational risks to the manager.

Requirements

-        You have 4 years of experience in advocacy, humanitarian disarmament, civilian protection, international policy, or campaigning.

-        Are you proficient in researching and translating evidence, field reports, and constructing policy messages around these topics?

-        You have experience engaging technical decision-makers to build relationships with institutions, civil society networks, and diverse actors in the field.

-        You are comfortable preparing for political meetings, public events, or international conferences.

-        Experience in survivor engagement or building inclusive advocacy for people with disabilities would be an asset.
