Not to Exceed Rate: 121 EUR

Required Security Clearance: NATO SECRET

Duties & Role:
Requirements definition and management
  • Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives.
  • Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques.
  • Contributes to the development of organisational methods and standards for requirements management.
  • Obtains input from, and agreement to requirements from a diverse range of stakeholders.
  • Negotiates with stakeholders to manage competing priorities and conflicts.
  • Establishes requirements baselines.
  • Ensures changes to requirements are investigated and managed.
Business modelling
  • Produces models in support of the business strategy.
  • Has in-depth knowledge of a broad range of industry-wide modelling techniques.
  • Advises on the choice of techniques and approaches and influences customers accordingly.
  • Develops bespoke models for unusual contexts.
  • Responsible for planning and coordinating team modelling activities and for ensuring the quality of their work.
Organisational change management
  • Defines and communicates the approach for change management for a significant part of the organisation.
  • Initiates, plans and leads strategic, large and complex change management initiatives.
  • Provides guidance and raises awareness to help change leaders demonstrate effective behaviours to deliver organisational change.
  • Establishes feedback processes and leads analyses of change management successes.
  • Enables continual improvements to change management methodology, tools and training necessary to enhance the maturity across the organisation.
Stakeholder relationship management
  • Leads the development of comprehensive stakeholder management strategies and plans.
  • Builds long-term, strategic relationships with senior stakeholders (internal and external).
  • Facilitates the engagement of stakeholders in support of the delivery of services and change projects.
  • Acts as a single point of contact for senior stakeholders, facilitating relationships between them.
  • Negotiates to ensure that stakeholders understand and agree on what will meet their needs, and that appropriate agreements are defined.
  • Oversees monitoring of relationships including lessons learned and appropriate feedback.
  • Leads actions to improve relations and open communications with and between stakeholders
Requirements:
Skill, Knowledge & Experience:
  • The candidate must have a currently active NATO SECRET security clearance
  • Experience in operational, capability, user and system requirements management.
  • Effective communications orally and in writing, with excellent briefing skills and the ability to produce
Desirable Experience:
  • Domain knowledge of AirC2 or C2 related capabilities, products, operational concepts, processes and activities.
  • Knowledge of NATO responsibilities and organization, with a focus on ACO and ACT;
  • Knowledge of change management, requirements and project management.
  • Knowledge of NATO 2030 strategy
  • Knowledge of emerging disruptive technologies (EDT) in support of Command and Control (Artificial Intelligence, Hypersonic weapons...).
