Specific Working Conditions: Normal office environment; Possible travel to other sites within Belgium 1 - 2 times per year

Duties and Role
Under the direction of the Ground Service Delivery Manager (SDM), the incumbent will perform duties such as the following:
- Advise SAC Commander and Ground SDM on all matters related to the operations and maintenance of the SGS;
- Act as technical advisor to SAC Commander, and lead all technical activities involving managing and supervising the maintenance of the SGS communications systems and subsystems, and the supporting non-CIS facilities (HVAC, UPS, AC Power Sub-systems, etc.);
- Supervise performance of preventive and corrective maintenance of SGS equipment;
- Provide technical guidance and assistance to all SGS maintenance staff;
- Perform maintenance tasks and emergency interventions as required;
- Monitor operational performance and working standards of site technicians;
- Provide feedback to NCI Academy Oeiras through Ground SDM for training program improvements, and ensure maintenance personnel comply with prescribed maintenance procedures;
- Establish, monitor, and conduct On-the-Job-Training (OJT) programs to compliment official NCI Academy training program, and to ensure all personnel are proficient in their duties;
- Review all site/system operational and maintenance instructions to ensure accuracy of content and compliance with relevant NCI Agency Operating Instructions;
- Supervise up-keep of equipment and circuit installation/activation records;
- Responsible for all test equipment onsite; maintain calibration records and manage Metrology Exchange Package (MEP) as directed in relevant NCI Agency Operating Instructions
- Provide assistance to the Ground SDM, SATCOM ESOC, CSSC, staff in connection with engineering change proposals relevant to operations and maintenance;
- Assist with upgrade/replacement projects during prototyping, trial, site surveying, installation and commissioning phases as agreed by NCI Agency Configuration Control Boards;
- Deputize for higher grade staff, if required;
- Performs other duties as may be required.
- NATO COSMIC TOP SECRET security clearance
- A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience;
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post;
- At least 3 years' experience in the operation or maintenance of satellite ground terminals/stations or related systems, such as radars or Line-Of-Sight systems;
- Proven experience on Antenna sub-system, including: Radome, feed horn, reflector, pedestal, waveguides, tracking receiver, servo and drive equipment;
- Proven experience on Transmit and receive chains, including: up and down converters, Low Noise Amplifiers, High Power Amplifiers;
- Proven experience on MODEMs, Electronic Protected Modem Systems (EMS), cryptographic equipment, routers, switches;
- Proven experience on Computer-assisted Monitor and Control System (M&CS);
- Proven experience on GPS-disciplined Frequency Reference Standards, and associated distribution systems;
- In-depth knowledge of digital techniques;
- Experience in TCP/IP fundamentals, including security; video transmission principles; and telecommunications quality assurance practices;
- Experience on Servo-mechanisms; and Emergency power generating systems;
- Experience in The development, implementation, fielding, testing and maintenance of modern communications equipment;
- Experience on on-line performance, accounting, fault, security and configuration management of digital networks and associated transmission systems, to include; packet switching systems in support of voice & data transfer;
- Familiarity with related international/commercial/industrial standards;
- A Master of Science degree at a nationally recognised/certified University in a related discipline; and 5 years post-related experience;
- Technical leadership experience;
- Proven success as a operational team lead and mentor;
- Experience on AC Power distribution equipment, emergency AC Power generation and associated fuel storage, and Uninterruptible Power Supply (UPS);
- Experience on Heating, Ventilation, and Air-Conditioning (HVAC) systems;
- Experience Digital-Line-of-Sight (DLOS), Fibre-Optic cables, and other tail systems;
- Experience in Logistic Support; managing the supply and replenishment of spare parts, dispatch of faulty units for repair;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
