Business Analyst (Public Sector)

Ideal Candidate

  • Minimum 4-5 years of experience as Business Analyst, preferably in projects involving public institutions or similar contexts.
  • Excellent communication, negotiation, and mediation skills, with the ability to facilitate discussions between diverse stakeholders: institutional representatives, consortium partners, technical and non-technical teams.
  • Experience in managing and aligning conflicting requirements, maintaining a clear and feasible scope for the development team.
  • Strong ability to protect and manage the initial scope of the project, with a focus on delivering realistic results within agreed-upon timelines and budgets.
  • Ability to translate business requirements into functional and technical documentation (BRD, FRD, specifications, processes, etc.).
  • Experience in writing reports and documents necessary for public projects, including specifications, analysis reports, testing plans, and traceability matrices, etc.
  • Familiarity with slow decision-making processes and ability to navigate bureaucratic environments.
  • Solid knowledge of process modeling (BPMN, UML), impact analysis, and requirement management.
  • Excellent time management, organizational, and pressure-resistant skills in complex and dynamic environments.
  • Native or fluent language skills in Romanian.
  • Professional competence in English (for documentation or communication with external partners).

An advantage is also:
  • Previous experience in EU-funded or government-funded projects. Familiarity with relevant legislation and standards for digitalizing the public sector (e.g., GDPR, interoperability, cloud government, etc.).
  • Relevant certifications: CBAP, PMI-PBA, Agile BA, etc.

  • Strategic Project Management: Supervising and managing strategic projects that have a significant impact on the organization. Ensuring alignment with business objectives and delivering on time and within budget.

  • Client Interaction: Developing and maintaining relationships with clients and other stakeholders. Ensuring that client needs and requirements are understood and integrated into organizational strategies.
  • Ongoing Process Improvement: Identifying opportunities for process improvement.
  • Financial Analysis: Participating in financial analysis of projects and business processes. Ensuring that decisions are made considering financial aspects and profitability.
  • Leadership: Coordinating and managing the BA team, providing mentorship and guidance to junior team members. Implication in recruitment and training processes.
