Construction Contract Manager Metro Amsterdam

The Amsterdam metro is facing major renovations. In the coming years, we will modernize stations and renew the energy supply of the metro network, so that the network better meets the future needs of the city. For these large-scale programs, we are looking for two construction contract managers who will each be responsible for contract management within one of the trajectories. Together, you will be responsible for further developing and executing contract management within these large, complex, and long-term projects.

What you will do

As a construction contract manager, you will take the lead on the contractual side of one of the following programs:

• Stations Program: renovation of metro stations, including Spaklerweg, RAI, and Overamstel. Lifts and escalators will be renewed or repaired.
• Replacement of rectifier substations with a 20 kV connection: large-scale renewal of technical installations in the heart of the power supply for public transport in and around Amsterdam.
• Switch to 750 volts: a technical upgrade of the entire metro network. The switch from 600 to 750 volts makes the energy supply more robust and reduces energy losses, so that metro trains can run more efficiently and reliably.

For the first time, we are working with a two-phase construction team: a new form of collaboration in which you will be the permanent contract partner for the contractor from the preparation and design phase. As a contract manager, you will be part of the IPM team and work closely with the program manager, project manager, technical manager, environmental manager, and project secretary.

You will make a substantial contribution to the contract strategy, tendering, and contracting of the project. You will work closely with Procurement, which manages the procurement and tendering process. Based on your contract expertise, you will ensure that the project is launched on the market with the correct contract form and conditions.

During the execution phase, you will remain responsible for contract management. You will manage supervisors, ensure compliance with contractual agreements, manage changes and deviations, handle claims, and identify contractual risks. In addition, you will monitor performance and budget, and advise on financial and contractual issues, always within the applicable tendering rules.

You will maintain intensive contact with external parties, including contractors, suppliers, engineering firms, and the Vervoerregio Amsterdam. Internally, you will work closely with project leaders, project managers, and specialists from procurement, asset management, and execution. Depending on the project, you will work with the contractor from a joint project office or from the GVB office at the main workshop in Diemen.

You will regularly exchange knowledge and experiences with the other construction contract managers and contract managers within GVB, thus contributing to the further development of the field.

From beginning to end, you will take ownership of contract management. You will coordinate, monitor, and make adjustments where necessary, so that projects are executed as agreed. At the same time, you will help further professionalize construction contract management.

You maintain an overview, dare to make decisions, and always steer towards a clear end goal. You quickly recognize opportunities and take immediate action when necessary. With your pragmatic approach and thorough working method, you remain resilient even in complex situations.

What else you will bring:

• HBO/WO work and thinking level in a relevant field, including; civil engineering and tender law.
• Demonstrable experience as a construction contract manager in an infrastructure environment and/or contracting.
• Demonstrable experience with (construction) contract management and stakeholder management within public organizations and contracting.
• Current knowledge of legal jurisprudence, laws, and regulations (public space, infrastructure, mobility).

Your team

You will work within the Metro team of the project bureau, where construction contract managers, project managers, engineers, and planners collaborate closely. In your role as an expert in construction contracts, you will take the lead. Although you have an independent position, you feel strongly connected to the common goal: keeping Amsterdam safely and reliably accessible. Together with the other construction contract managers, you will ensure a strong contractual basis for the major projects.
