Do you have a good feel for combining numbers with words and do you want to work on Defence's personnel policy in a dynamic environment? Then, as an enthusiastic and analytically strong policy officer, you are in the right place with us.
As a policy officer, you will work in the Financial Economic Analysis (FEA) cluster, the financial heart of the Directorate-General for Personnel (HDP). We ensure that the corresponding financial resources are made available for all personnel policy and all employment conditions. This includes subsidies, new personnel policy, and new collective labor agreements. We must always be sharply aware of the impact of policy choices on personnel, and thus on finances. A challenge given the enormous size of our organization. The focus of your work is therefore on supporting and thinking along with the policy file holders. This includes providing the correct substantiation needed to align (new) policy with the Directorate-General for Finance & Control and other controllers within Defence, coordinating subsidy applications, and monitoring the execution of the annual plan.
To perform this role well, you are a person who likes to learn new things, approaches people easily, and for whom initiative is second nature. Someone who likes to act as a 'go-between'. You use your sense of relationships and can effectively incorporate different opinions and interests into your work. Of course, an affinity with numbers is a big plus.

The Ministry of Defence strongly values personal growth and career development and offers numerous opportunities for this. In addition to your salary, you receive an Individual Choice Budget (IKB). The IKB consists of money (16.33% of your gross annual salary) and time. With the IKB, you make the choices that suit you and can assemble a portion of your employment conditions yourself. For example, you can choose to have a portion of your monthly income paid out when you wish. You can also convert this budget into leave or spend it on fiscally friendly goals.
We also believe it is important that you can combine working at Defence with your private life. Various leave arrangements (e.g., 75% paid parental leave) and flexible working hours contribute to a good balance. It is also possible to (temporarily) reduce your working hours by a few hours per week and build up extra IKB hours. In addition to a pension scheme with ABP, you receive a monthly travel allowance for commuting or you can opt for a public transport pass with unlimited travel throughout the Netherlands under favorable conditions. If you only use the public transport pass for commuting, you do not have to pay a contribution for this.
Specifics
- A security investigation is part of the selection procedure; a Dutch nationality or a combined residence and work permit (GVVA) is required for this.
- An assessment may be part of the selection procedure.
- Your application documents will be destroyed no later than three months after the completion of the selection procedure.
- The vacancy is published both internally and externally within Defence. Any internal candidates will be considered first in the selection procedure before the selection is extended to external candidates.
- The Ministry of Defence is committed to employing individuals who fall under the target group of the Employment Opportunities Act. If you fall into this target group and are registered in the target group register, we also invite you to apply! Together with you, we will explore if and how you can potentially fulfill this role.
- Defence is an organization where integrity and professionalism are paramount. The way Defence employees should interact with each other is described in the Defence Code of Conduct. The code of conduct forms the basis of what Defence understands by integrity. As an organization, we believe it is important that new employees are aware of the Defence Code of Conduct.
