Job description
Description
We are looking for a Policy Advisor Culture and Participation for an independent public organization in the cultural sector.
This organization supports an independent advisory council that advises administrators and elected officials on issues related to cultural policy, cultural participation, and the development of the cultural sector. From an independent and objective position, the bureau provides research, analyses, and policy advice, making developments, bottlenecks, and opportunities within the cultural landscape transparent.
As a policy advisor, you will play a central role in gathering, analyzing, and translating signals from cultural practice. You will focus on the position of creators, cultural institutions, and informal initiatives, ensuring that insights from the field are processed in a methodical and objective manner into policy advice. In doing so, you will contribute to future-proof cultural policy and a strong connection between policy, practice, and society.
Tasks and Responsibilities
You will conduct policy-oriented research into issues within art, culture, cultural participation, and the creative sector.
You will build substantive dossiers for both requested and unsolicited policy advice.
You will translate research results, meetings, and consultations into clear, factually accurate, and well-substantiated draft advice.
You will facilitate and substantively support working groups, thematic tables, expert meetings, and other forms of participation.
You will design and manage consultation and participation processes with creators, cultural institutions, and other stakeholders.
You will follow developments, needs, innovations, and bottlenecks within the cultural sector and creator practice.
You will structure and analyze qualitative input from conversations, meetings, and city-wide consultations.
You will ensure an objective and careful translation of signals from the cultural field into policy recommendations.
What we ask
You have completed a higher professional (HBO) or university (WO) education, for example in Cultural Sciences, Art Policy, Communication Sciences, or a comparable field.
You have experience with policy development, policy advising, or research within a political-administrative, societal, or cultural context.
You have knowledge of the cultural sector, various artistic disciplines, and the position of independent creators, collectives, and cultural institutions.
You have experience in facilitating participation processes, dialogue sessions, expert meetings, or stakeholder consultations.
You are a strong facilitator and know how to connect diverse interests and perspectives.
You analyze complex information objectively and translate it into clear policy advice and policy memos.
You write carefully, structurally, and in clear administrative-governmental language.
You are context-aware, independent in your judgment, and capable of carefully weighing different interests.
You feel comfortable in an environment where research, participation, cultural policy, and administrative advisory come together.
