Asset Protection Enforcement Officer

About the role

City of Boroondara is a leader in the Local Government sector and one of the nation’s most liveable municipal councils. The Asset Protection team is situated in Council’s Civic Services Department and our purpose is to serve the community by protecting the health, safety, amenity and assets of the city. Our department is a hive of activity with the highest customer interface in Council and no two days will be the same.

Reporting to the Team Leader Asset Protection Enforcement, your key responsibilities include:

  • Inspect, monitor, and enforce compliance with construction‑related legislation, local laws, permits, and road/footpath occupancy requirements, including issuing notices, infringements, and preparing evidence for prosecutions.
  • Respond to community reports and complaints by investigating construction activity, assessing risks, resolving asset‑related issues, and ensuring timely CRM responses in line with corporate standards.
  • Deliver highquality customer service through case management, problem‑solving, stakeholder engagement, and collaboration with internal departments and external parties including builders, developers, and public authorities.
  • Support continuous improvement by maintaining and updating procedures, registers, databases, and contributing to process enhancements and implementation of improvement initiatives.
  • Protect Council assets and community amenity by documenting damage, managing bonds, providing education and advocacy on legislation and local laws, and performing other compliance‑related duties that reduce risk and improve safety.

Hours are Monday to Friday between the hours of 7am to 7pm, with overtime offered for weekend inspections or seasonal requirements based on construction industry activity. A fully maintained vehicle is provided as a ‘tool of trade’ to perform necessary duties and commute to and from work. This is a field-based role and therefore does not offer a hybrid working option. Officers are required to attend the office and carry out fieldwork each day.

About you

  • A proactive, solutionsfocused attitude, with the ability to work both independently and as part of a broader enforcement and civic services team.
  • Demonstrated experience in customer service within a compliance, regulatory, construction, or similarly fast‑paced environment, including managing complex or sensitive community enquiries.
  • Experience or capability in undertaking compliance and enforcement activities, including inspections, investigations, evidence collection, accurate note‑taking, report writing, and preparation of briefs of evidence (or the ability to rapidly learn these skills).
  • Knowledge of, or the ability to interpret and apply, relevant legislation and local laws—including asset protection, construction activity, road management, and amenity requirements—supported by strong problem‑solving and judgement within Council guidelines.
  • Strong negotiation, conflict resolution, and advocacy skills, with the ability to engage respectfully and professionally with diverse stakeholders to achieve compliant and constructive outcomes.
  • Physically capable of performing fieldbased work, including regular walking during site inspections and working in outdoor environments.
  • Certificate IV in Government Compliance or similar training in investigations, local laws, civil construction, or traffic management (desirable but not essential).
