  1. Main Function

The Principal Technical Advisor (PTA) will be responsible for overseeing the technical execution and project management, in accordance with the approved results framework and budget, under the supervision of WWF's Ocean Division and the Project Steering Committee co-chaired by CONANP, IMIPAS, CONAPESCA, WWF Mexico, and FAO.

  1. Main Responsibilities

  • Direct technical planning, coordinate and supervise the technical execution of results, products, and activities of the project.

  • Facilitate project planning and decision-making sessions.

  • Supervise project progress and ensure timely delivery of inputs and products.

  • Provide technical guidance to executing partners and experts to ensure that activities are carried out using relevant approaches, tools, and methodologies, as well as best practices.

  • Provide technical guidance, evaluate, review, and approve products from field specialists/field technical unit (UTC) funded by the Global Environment Facility (GEF), and technical products from executing partners, consultants, and other technical teams funded by the project, in close connection with WWF and FAO.

  • Ensure technical alignment of this GEF project's objectives and programs implemented by partner institutions and organizations at national and local levels. Promote technical synergies related to GEF and non-GEF initiatives and other connected international cooperation projects in the project's area of intervention.

  • Foster, establish, and maintain connections with national and international programs and projects related to this initiative, including disseminating information through means such as updating web pages, etc. Ensure a high level of collaboration among participating institutions and organizations at national and local levels; and ensure that all relevant information is made available to government agencies in a timely manner, in relation to activities carried out at the national level, including those from the private and public sectors that have an impact on the project.

  • Supervise communication plans prepared and supervised by the Communication Specialist;

  • Supervise the work of the Monitoring and Evaluation (M&E) Expert, who will design and coordinate the implementation of the M&E plan.

  • Prepare the first draft of the Project Implementation Review (PIR) for review by the FAO Technical Leader. Discuss technical results with WWF, national project partners (CONANP, IMIPAS, and CONAPESCA), and the FAO Project Technical Committee.

  • Function as secretary of the Project Steering Committee (CDP)

  • Present to CDP every six months Progress Reports on the project along with Annual Operational Plans and budgets.

  • Support the organization of mid-term reviews and final evaluations in close coordination with FAO.

  • Organize meetings of the Project Steering Committee, as well as annual and final review meetings, as needed.

  • Organize necessary consultations with the Project Technical Committee.

  • Inform the Project Steering Committee of any technical challenge, delay, or difficulty that arises during execution to ensure corrective action and timely support. Discuss and find the best technical solutions for unexpected challenges.

  • Organize the hiring of consultants and experts for the project, including preparing terms of reference for all required technical assistance, preparing an action plan for each consultant and expert, supervising their work, and presenting reports to the Project Steering Committee.

  • Perform other tasks as needed.
